Introduction to the Internal Regulations of the Kurdistan Diabetes Association

The Kurdistan Diabetes Association is a non-governmental, non-profit organization dedicated to improving diabetes care, treatment, and awareness in the Kurdistan Region. This internal regulation document serves as a foundational framework that defines the association's structure, objectives, and operational guidelines.

The association's primary mission is to enhance healthcare services for diabetes patients through medical education, scientific research, and public awareness campaigns. It strives to create a collaborative platform for health professionals, researchers, and specialists to work together in addressing the challenges of diabetes management and prevention.

This regulation outlines the rights and responsibilities of members, criteria for joining the association, and the roles of its organizational bodies, including the General Board, Executive Board, and Branch Committees. It also details the election process, financial management, and disciplinary actions to ensure transparency, accountability, and efficiency in achieving the association’s goals.

By adhering to this internal regulation, the Kurdistan Diabetes Association aims to foster a professional, ethical, and scientific environment that supports both healthcare professionals and diabetes patients, ultimately contributing to a healthier society.

Article 1: Name of the Association

The name of the association is the Kurdistan Diabetes Association.

Article 2:

  1. The headquarters of the association shall be in Kurdistan and the city of Sulaymaniyah, with the right to establish other branches in other provinces as needed.

  2. The association has the full right to engage in any activity within the legal framework to achieve its objectives.

  3. The association has ownership rights over movable and immovable property to achieve its goals.

Article 3:

The president of the association shall represent the association in all official and unofficial capacities or may appoint a representative in their place.

Article 4: Objectives of the Association

The association strives to advance awareness, support, treatment, and improvement of medical and health services for diabetic patients through the following:

  1. Training medical and healthcare professionals by raising awareness and improving knowledge through workshops and training inside and outside Kurdistan.

  2. Supporting scientific research on diabetes, studying its prevalence, and working on improving healthcare services for all diabetes patients by cooperating with the Ministry of Health, Ministry of Higher Education, and relevant organizations.

  3. Encouraging patients to participate actively in the treatment and management of diabetes by raising public health awareness and educating people on diabetes risk factors.

  4. Publishing guidelines and scientific resources on diabetes.

  5. Participating in local and international conferences related to diabetes.

  6. Collaborating with governmental, non-governmental, and international organizations to improve healthcare services for diabetes patients.

  7. Conducting media outreach, research, and scientific and social studies related to diabetes and publishing a specialized diabetes journal, advocating for patients' rights to ensure they receive full treatment

Article 5: Membership in the Association

1. Eligibility for Membership:
A. Any specialist doctor working in diabetes treatment or any general physician with at least five years of experience after graduation from a medical college has the right to join the association.
B. Any qualified professional specializing in diabetes-related fields, such as dentists, pharmacists, nutritionists, nurses, researchers, and laboratory specialists, with at least a bachelor’s degree in their field, is eligible for membership.
2. Membership Requirements:
To apply, a candidate must submit an application to the president of the association, including the following:

  1. Full name

  2. Date of birth, graduation year, and academic qualifications

  3. A clean professional and legal record with no major offenses

  4. Willingness to work voluntarily and commitment to the internal regulations of the association

The Board of Directors must respond to membership applications within 30 days. If the application is rejected, the decision must be explained, and the applicant has the right to appeal.

3. Termination of Membership:

Membership ends in the following cases:

  • By decision of the Board of Directors with a majority vote.

  • If a member submits a resignation, it is approved.

  • If a member fails to meet membership requirements.

  • If a member violates the association's regulations or commits actions that damage its reputation.

Article 6: Organizational Structure of the Association

The association consists of:

  1. The General Board (all members of the association).

  2. The Executive Board (Board of Directors).

  3. Branch Committees (regional subcommittees).

Article 7: Responsibilities of the General Board

  1. Electing the Executive Board.

  2. Approving reports from the Executive Board.

  3. Reviewing and approving the budget and overseeing financial matters.

  4. Proposing modifications to the association’s regulations.

  5. Dissolving the association if necessary.

  6. Removing the president of the association by a two-thirds majority if they violate the association’s regulations or misuse their position.

Article 8: Election of the Executive Board

  1. The General Board elects the Executive Board through a secret ballot. The Executive Board consists of 7 permanent members and 2 reserve members.

  2. The term of office for the Executive Board is three years.

  3. If a vacancy occurs, the reserve members will fill the position.

  4. Members who miss elections without justification will lose their right to vote.

  5. The member who receives the most votes will be elected as President.

Article 9: Duties of the President

  1. Chairing meetings of the Executive Board and General Board.

  2. Representing the association in governmental and non-governmental institutions.

  3. Approving financial transactions up to 1,000,000 IQD (one million Iraqi dinars). For larger amounts, the Executive Board and Finance Committee must approve the transaction.

Article 10: Membership Fees

  1. Every member must pay a 50,000 IQD registration fee upon joining.

  2. The General Board has the right to increase or decrease membership fees as necessary.
